In the Matter of Implementing Electronic Self Representation (eSR) for Self-represented, Individual Chapter 7 Debtors. This Order implements the Electronic Self Representation module (eSR) for self-represented parties filing voluntary Chapter 7 bankruptcy petitions.

In the Matter of Notices of Judgments or Orders. This Order adopts new Local Bankruptcy Rule 9022-1 pending its formal adoption following notice and opportunity for comment.

In the Matter of Adopting Amended Local Bankruptcy Rules, Forms, and Appendices

In the Matter of Chapter 13 Fee General Procedure Order. This Order raises the presumptively reasonable fee allowance to $4,500 as a total fee, including expenses, through confirmation. Costs in excess of $200 are considered extraordinary. This Order is effective May 1, 2021.

In the Matter of Federal Pro Se Clinic Operations. This Order permits the Federal Pro Se Clinic to provide short-term limited legal services to pro se litigants before this Court and amends Local Bankruptcy Rule 9010-1(c)(3) in support of the Clinic’s efforts.

In the Matter of Court Operations under the Exigent Circumstances Created by COVID-19. This Order directs the Clerk of Court to maintain and post the Court’s operational status on the Court’s website at https://www.cob.uscourts.gov for the benefit of staff, attorneys, parties, and the public.

In the Matter of Adopting Interim Bankruptcy Rules for Small Business Reorganization Act of 2019.

In the Matter of Vacating General Procedure Order Number 2009-3 (SO-13), Paragraph 9. This Order vacates paragraph 9 of General Procedure Order 2009-3 (SO-13), Order for Payment of Filing Fees in Installments, Order Denying Payment of Filing Fees in Installments, and Notice of Dismissal in the Event of Default.

In the Matter of Disposing of Paper Sealed Records. This Order provides a procedure for the Court to dispose of sealed records consistent with Judicial Conference Guidelines.

In the Matter of Staying Dismissal of Certain Cases for Failure to Pay Filing Fee. This General Procedure Order may stay the dismissal of a case for up to 180 days if the Trustee filed a Notice of Possible Dividends. (Please be aware that we are not going to send out Notice of Impending Dismissals for non payment of fees; those cases will be dismissed for non-payment of installments and we are including notice of the same in the installment fee order-unless the stay applies.)

In the Matter of Fee Waiver Requests and Additional Delegation to the Clerk of the Court. Amended GPO 2014-4(b) only changes the form of exhibit attached to GPO 2014-4(b).

In the Matter of Suspending Notice Requirements Under Local Bankruptcy Rule 5010-1 for Motions to Reopen to File Certification of Completion of Financial Management Course. This GPO suspends the notice requirements for motions to reopen when the motion's sole purpose is to file the certification of completion of the financial management course.

In the Matter of Chapter 7 Trustees' Motions to Sell Under 11 U.S.C. § 363(f) Requiring a Filing Fee. This GPO provides that a chapter 7 trustee without liquid assets in the estate to pay the Section 363(f) filing fee when the motion to sell is filed will be allowed until as soon as practicable after closing to remit the applicable fee to the court.

In the Matter of General Procedure Orders Incorporated Into Amended Local Bankruptcy Rules Effective January 1, 2014. This order vacates as superseded GPOs that are now incorporated into the most recent amendments to the Local Bankruptcy Rules, Forms and Appendices.
